I think it sounds pretty good however I don’t see the need to include:

" Our standard monthly retainers range from ( retainer rates). We do only take on 12 clients at a time and currently have 2 slots open."

I feel those two things can be left to discuss between you and the client in person.

On another note do you have any entry level positions available? I’m a recent graduate and my major was public relations I figure it can’t hurt to ask in this economy.

Do you walk on water too? lol. It’s a nice letter. But in an email, it takes too long to read. Especially, if I am in a hurry. If you are just going to do email, use bullet points to show what problems you can fix and what serivices you provide. Loose the part about 12 customers and you have 2 slots left. (It looks like you work alone).
If you wanted to take a different approach make up a brochure in PDF format that can be printer.

Your letter is all about "we", "we", "we". You need to focus on the customer. Your letter needs to be all about "you", "you", "you".

Frankly, if you had the experience your letter claims, you would know how to market yourself – and how to focus on the customer’s needs.

    Best wishes and good luck.
